Fire & EMS Annual Report
Dallas Fire & EMS Chief April Wallace, will give the department’s annual report to City Council. The report will cover topics like vehicles, staffing, call times, and future planning.

Did you know? There are 7 Fire Department vehicles and 4 EMS vehicles in Dallas. 1 new ambulance should arrive in Fall 2025 to replace a 2003 vehicle.

Some of the notable 2024 accomplishments Wallace will share with the Council are having a fully staffed department, increasing training opportunities, and fleet improvements.

What will happen? This is to share information with the Council and no action will take place.

Police Week Proclamation
The week of May 15th holds both National Peace Officers Memorial Day and National Police Week. Mayor Slack will read a proclamation in recognition of these 2 events.

This is a quick action, meant to pass routine procedural items.

If any Councilor has a question, issue, or wants to discuss something, they can “pull” the item from the consent agenda.

City Manager report
Hawthorne Avenue Intergovernmental Agreement
A project to extend a sewer line on SE Hawthorne Ave, starting at SE Academy St. to E Ellendale Ave, will require an agreement between the City and County.
The intergovernmental agreement (IGA) between Polk County and the City of Dallas, would allow the City to begin phase 1 of the Hawthorne Avenue sewer mainline project. An IGA is needed because Hawthorne Ave is in Polk County’s jurisdiction not the city’s.
Looking to the future – Phase 2 of the sewer project will extend sewer access across E. Ellendale and northwest toward Kings Valley Hwy.. That phase is expected to be begin in 2026. (City website)
- What does the IGA say?
- City agrees to assume sole responsibility for operations, repair and maintenance of portions of Hawthorne Avenue.
- City and County agree to city paying for all annexation costs associated with the annexation of the roadway in the future.
- City and County agree to a jurisdictional transfer following annexation of the roadway.

Both the County and City agree this IGA means the City can move forward with the sewer project construction. Permitting, oversight, quality control, and assurances with the project will also be handled by the City.

Traffic Alert – The County will grant a temporary easement between SE Hawthorne Avenue & SE Golden Chain Avenue so residents can access their properties during construction.
What will happen? The Council will review the IGA and can vote on its approval.
Ordinances
No. 1905 – La Creole Node Master Plan Update
After years of work, community input nights, and public hearings, the ordinance to finalize the La Creole Node Master Plan (The La Creole Plan) now gets a final reading and vote for adoption.

Quick recap: The La Creole Plan and its 222 acres looks to address “the shortage of commercial land and higher density residential land identified in the most recent land analysis.” (city website)

What will happen? After the 2nd reading, the Council will vote for or against adoption of The La Creole Plan. If adopted, the ordinance will become effective on June 4th, 2025.
Looking in the future: Phase 2 of the The La Creole Plan will have separate sets of public notices, hearings, and appeal rights when it begins. A draft of the work for this phase is listed as Attachment C in a previous council agenda, pg. 18-34.
Phase 3 will be the annexing and rezoning of individual or groups of parcels to match The La Creole Plan. This timing will be driven by development.
