Highways 22 & 51 Interchange Project Update

FEMA Biological Opinion: Pre-implementation Compliance Measures

City staff have been working with the Federal Emergency Management Agency (FEMA) on the mandate given in July 2024 regarding cities that participate in the National Flood Insurance Program.

This FEMA mandate requires better management of the flood plains to ensure that protected species in the riparian corridors are not negatively impacted by development.

What’s happening tonight? The city manager will be sharing information to set up for potential future action from the city council.

There is a December 1, 2024 deadline to select a pre-implementation measure. If the city doesn’t meet this deadline it will likely result in consultation and technical assistance from FEMA in the process.

Ordinance reading

No. 1900 – Illegal discharges

What is the ordinance?
  • The ordinance covers illegal discharges, intentional dumping, illegal connections, and protection of waterways.
  • The ordinance allows the City to lead with education for violations, and opportunities to correct.
  • The ordinance includes appropriate penalties for repeat or intentional violations.

What’s happening tonight? This is the 2nd reading of the ordinance. The council can ask questions, and will vote to approve the 2nd reading.

What’s next? If approved, the ordinance becomes effective on Dec. 4, 2024.

Attend the meeting: Come attend the city council meeting in person! On Monday, November 4th, 2024. Work session starts at 5:30 pm (note the tour will likely delay in person start time at city hall) and city council starts at 7:00 pm. All at the City Hall in downtown Dallas, Oregon. You are free to come and leave whenever during the meeting.

Speak to your city council: Everyone is welcome to speak to your city council, for 3 minutes towards the beginning of the meeting! You can congratulate a local group, ask questions, or address concerns you have. The time is yours to address your city and be heard!
