Chemeketa Community College levy

Chemeketa Community College staff are visiting different groups around the area to present information on their upcoming ballot measure. Tonight, they will present to the City Council.

This is for information sharing only and a time for questions from the Councilors.

Illicit discharge ordinance

Dallas is required to have a plan and ordinance to regulate what’s discharge into the stormwater system. The Department of Environmental Quality (DEQ) and the city have been working together and have an approved ordinance. Tonight the plan will be presented to the Council.

From the Presentation:
  • The ordinance covers illegal discharges, intentional dumping, illegal connections, and protection of waterways.
  • The ordinance allows the City to lead with education for violations, and opportunities to correct.
  • The ordinance includes appropriate penalties for repeat or intentional violations.

To note: The ordinance meets the minimum qualifications required by DEQ, and is not more restrictive than required.

City Manager report

Transfer station information

This is for information sharing and a time for questions from the Council. Presenting will be Lane County’s Waste Reduction Program Manager, Angie Marzano.

This topic is a follow up from last work session’s presentation on the Re-Hub Center proposed at the old Rickreal Dairy site.

The company behind the ReHub site is looking for a council decision to support the center sometime in Fall 2024.

Buying 2025 dump truck

The 2024/2025 budget that was adopted by the City Council gave $150,000 to purchase a 5-yard dump truck with snowplow package. The final cost has come to $180,335.08.

The Public Works department is proposing to move the needed additional funds from a proposed forklift purchase to this dump truck. The forklift purchase will be postponed to the following year.

What action is happening? The City Council must approve any contract over $150,000, even though the amount was already approved in this years budget.

Ordinance reading

No. 1898 – Noncompliant vehicles

City staff found a need to update the city code in relation to abandoned vehicles in the city. The Public Administration Committee (a sub committee of the city council) previously met, discussed, and approved of these proposed changes.

Summary of the changes provided by city staff:

  • In Section 6.500 the definition of Abandoned Vehicle is replaced with Non-compliant Vehicle. The code section further describes what constitutes a non-compliant vehicle.
  • In Section 6.505 the title and body text is amended to reflect the change from abandoned vehicle to non-compliant vehicle.
  • Section 6.510 had formatting issues. This section received no further amendments, but after approval the formatting will be corrected.
  • Section 6.525 is amended to synchronize the pre-tow notice with Oregon statutory language for such notices. The pre-tow notice shall be affixed to the vehicle at least 24 hours before taking the vehicle into custody, including weekends and holidays.
  • Section 6.530 is amended to synchronize the post-tow notice with Oregon statutory language for such notices.
  • Section 6.532 is added to address the procedure for vehicles that have no identification markings such as a vehicle identification number, registration plates and no other markings by which we can identify the owner.

What action is happening tonight? This is the 1st reading of the ordinance. The council can ask questions, and vote to approve the 1st reading.

What’s next? The 2nd reading and final vote for the ordinance is scheduled for Oct 21, 2024. If approved, the ordinance becomes effective on Nov. 20, 2024.

No. 1899 – Zone change

Last week the council voted to approve re-zoning 498 SE Hankel Street to High-Density Residential. Tonight is the 1st reading of the zone change ordinance.

What action is happening tonight? This is the 1st reading of the ordinance which changes the zone type. The council can ask questions and vote to approve the 1st reading.

What’s next? The 2nd reading and final vote for ordinance is scheduled for Oct 21, 2024. If approved the zone change becomes effective on Nov. 20, 2024.

Resolutions

Hwy 22 & Hwy 51 Intersection

This proposed resolution is a call to action for safety improvements to be made in a timely manner at the dangerous and deadly intersection. While there are future plans to change the Highway 22 and Highway 51 intersection completely, nothing has been done to address current safety issues.

What action is happening tonight? If approved, the resolution is adopted. This acts as an official statement from the city to spur action for this intersection.

Two ODOT easements

Oregon Department of Transportation (ODOT) is working to update their ADA ramps across Dallas. ODOT is asking for temporary and permanent easements at NE corner of Jefferson and Washington and the NE corner of N Kings Valley Hwy and Polk Station Rd.

What action is happening tonight? If approved, this gives the City Manager the ability to sign the easement agreement with ODOT.
