ReHub Transfer Station Presentation

- To make this station work, all cities in Polk County need to use this proposed facility
- It will require city agreements with haulers to flow through this facility
- Coffin Butte (Poly County’s current landfill site) has ~ 12.9 year life left, and that was before the coming closure of the Covanta incinerator at the end of 2024.
Timeline: The company started siting for this center in 2018. Proposed to open in 2027
- What is a Rehub Center?
- Takes all the collected material, Re-bulks it and sends it to outside facilities
- Eventually moving waste on wheels to Boardman, OR instead of Coffin Butte Landifll in Salem
- Eastern Oregon has better weather conditions for landfills, so the expected life span is ~200-300 years
- Currently every truck goes to a different locations across counties to drop off loads at their specific locations
You know you want to know: The poop pond is an important part of the irrigation of the farm and will stay.
What’s Next? The council gave some questions (and can continue to send questions) to the City Manager to get more information. The company behind the site is looking for a council decision to support the center sometime in Fall 2024.

- Friends of the Dallas Aquatic Center gave a report
- Dallas parent commenting about lack of accessible sidewalks with a wheelchair around the high school
- It was noted that area is already in the works for construction next year
- Dallas citizen complaining about various issues
- Dallas resident concerned about homeless people and how best to help them in the city and county

Zone Change of 498 SE Hankel Street
What happened? A public hearing was held and the zone change passed unanimously.
Additional information about the potential future of the property
- The property is currently an acre site w/ 1 single family home
- Similar in size and shape to second, adjacent property recently rezoned to High Residential
- Polk CDC is planning for multi family housing
- Veteran specific housing and multi-family housing
- With the addition of this second parcel, the original plan went from 5 proposed units to 34 units

Draft letter RE HB 3115 (2021)
Why do a letter now, before the state legislative session begins? The work on this potential bill is in talking and drafting stages now. So sending a letting before its completed is important timing to be effective.
- Dallas and nearby cities have worked with the county to help the local homeless population
- This letter asks to give the cities control over how to continue helping and supporting their unhoused population
So what happened? The discussion focused on the tone/language of the letter, especially the 2nd to last last paragraph and the word “handcuffed”.
The draft was passed unanimously with language change to “tied”. The city will post the letter when completed.
